As of last night I feel like Sleight of Hand is the clear winner. I found myself often dying while reloading. No more. Plus the switch to secondary is MUCH faster once you unlock pro.
So now my speed loadout doesn't even use extreme conditioning...
PP90 with range & extended mag perks: sleight-quick-stalker
AND WOW! I can create a class from the elite website.

If you use P90 you will need that sleight of hand.
If you use an assault rifle you can be better off with extreme conditioning.
Basically if you camp.. sleight of hand is all you need along with the other stealth perks.
